Washington, D.C. – Today, Hispanic Federation (HF), Congressional Hispanic Caucus Chair Adriano Espaillat, and more than 200 organizations introduced an advocacy campaign calling on Congress to pass Immigration and Customs Enforcement (ICE) oversight legislation in response to rapidly expanded enforcement actions and the recently passed H.R. 1, which increased funding for mass deportations by $170 billion.
The proposed reforms would require ICE agents to properly identify themselves, guarantee due process, and protect basic human and civil rights in detention. Chairman Espaillat also introduced a 10-point Immigration Oversight and Protection Plan in response to recent ICE operations targeting sensitive locations, the use of toxic chemicals such as tear gas, the assault on U.S. Senator Alex Padilla, and the deployment of the National Guard in cities across the country.
“We are calling on Congress to protect basic rights by ensuring that all those apprehended by ICE have access to legal representation, interpreters, and medical care,” said Frankie Miranda, President and CEO Hispanic Federation. “We must reform agent protocols by restoring pre-arrest approval requirements, mandating body-worn cameras, and requiring clearly visible identification. Accountability cannot exist in the shadows. Congress must enact these reforms to preserve democracy, protect our collective safety, and uphold our nation’s principles.”
In partnership with HF network members, national partners, and Members of Congress, the coalition will support various reforms to ICE that provide oversight and safeguard civil rights. The continuous reports of unlawful detentions of documented immigrants, as well as U.S. citizens, underscore the urgent need for an immediate and coordinated response to stop the weaponization of law enforcement that has resulted in multiple civil rights violations.
“Over the past several weeks, we have witnessed deeply troubling actions. Raids at sensitive locations, the use of tear gas and toxic chemicals, the arrest and deportation of TPS recipients, green card holders, DACA recipients and even U.S. citizens,” said CHC Chairman Rep. Adriano Espaillat. “I am proud to stand alongside the Hispanic Federation and our partners to announce the rollout of a legislative oversight campaign that will restore checks and balances to our immigration enforcement. In addition, I have a 10-point plan of community action that I think is very practical and a way to respond to this open warfare that we see happening on a daily basis.”
