Today the Hispanic Federation released a report titled, “Latinos in Central Florida: The Growing Hispanic Presence in the Sunshine State,” which highlights the dramatic ways in which Florida’s Latino community is being transformed by a new wave of migrants, particularly from the island of Puerto Rico. The report contains a wealth of information about the state’s Latino community, including population growth and diversity, geographic hubs, age and gender breakdowns, income and occupation trends, language and education proficiencies, voting tendencies and more.

Today, the US Senate voted to pass the “Puerto Rico Oversight, Management, and Economic Stability Act” (PROMESA), which contains three provisions that are necessary to begin to stabilize and grow Puerto Rico’s economy: the authority to restructure all of the island’s $72 billion debt, the ability to fully audit this debt and potentially eliminate illegally- transacted portions, and the granting of a stay on any litigation pertaining to missed debt payments.

Hispanic Federation is encouraged that the Supreme Court of the United States has placed the health and well-being of Texans above partisan politicking. With this ruling, individuals who are seeking safe and affordable reproductive healthcare will maintain access to care. This is a critical move in the right direction for our community, as Latinas are disproportionately affected by such healthcare restrictions, because of the implications they have on lower income and immigrant families.

Hispanic Federation is deeply disappointed and frustrated with today’s Supreme Court decision in the case of United States v. Texas. For months since the untimely death of Former Associate Justice Antonin Scalia, we have warned that an evenly divided court would be unable to meet its constitutional duties to mete out justice. As Justice Ruth Bader Ginsburg has noted, an equal division of the members of the court is “essentially the same as a denial of review.” This is an unacceptable neglect of constitutional obligations by the Senate and must come to an end. The American people deserve a fully functioning, 9-member Supreme Court.

Mr. Trump has made baseless accusations that Judge Curiel, an American-born jurist of Mexican descent, has ‘an absolute conflict’ presiding over litigation regarding Trump University because of his heritage and Mr. Trump’s plan to ‘build a wall’ on the U.S.-Mexico border. These accusations are an affront to all fair-minded Americans.

Yesterday, the U.S. House of Representatives passed H.R. 5278, the “Puerto Rico Oversight, Management, and Economic Stability Act” (PROMESA). Hispanic Federation believes that this vital but imperfect legislation is an important development in addressing Puerto Rico’s debt crisis. We thank Representatives Nydia Velázquez, José Serrano, Pedro Pierluisi and Raúl Grijalva for their tireless efforts and leadership in pressing Congress to act and pushing for needed improvements in this bill.

Over the past year, as Puerto Rico has suffered through its gravest economic crisis since the Great Depression, the island's 3.5 million American citizens have waited for Congress to act; allowing Puerto Rico's government to restructure its debts and begin a path toward economic growth and stability. The recent introduction of bipartisan legislation by the House of Representatives Natural Resources Committee is an encouraging sign that Congress is finally making some progress on meeting its responsibilities to support Puerto Rico. The Hispanic Federation (HF) and its network of 100 Latino nonprofits sees this legislation as an important first step on a very long and arduous road to recovery for Puerto Rico and its people.

The Communities of Color Nonprofit Stabilization Fund (CCNSF) renewed their commitment to granting New York City-based nonprofits the support needed to increase capacity building for emerging and seasoned social services organizations. CCNSF, the first fund of its kind in New York City, was first announced in Fiscal Year 2015. In its second year, 77 nonprofit organizations received funding.

Hispanic Federation thanks the Connecticut General Assembly for preserving the Hispanic Human Resources Development funding for nonprofit organizations serving the state’s growing Latino community. We appreciate the strong bipartisan support that exists for the invaluable social services and economic contributions that Latino nonprofits provide every day. As we move past yet another special budget session we remain deeply concerned about Connecticut's fiscal situation and the focus by some of our elected leaders to meet budget gaps by cutting the state's safety net.

Donald Trump is the presumptive Republican Party nominee for President of the United States. Hispanic Federation continues to be deeply troubled by Mr. Trump’s vitriolic attacks on immigrants and his punitive and unrealistic proposals to address our nation’s broken immigration system. We are also troubled by Mr. Trump’s comments regarding civil rights and equality in our nation. Just yesterday, he doubled down on his political grandstanding by saying that within the first 100 days of his administration that the wall with Mexico would be designed and the immigration ban on Muslims would be in place. If Mr. Trump wishes to be taken seriously by Latino and other voters, he must reconsider these views and present serious policy proposals.

Hispanic Federation congratulates Dr. Betty Rosa and Dr. Luis Reyes on their Board of Regents appointments by the New York State Legislature. Dr. Rosa is a thoroughly qualified educator and excellent school leader, and we are proud that she will serve as the first Latina to hold the position of Chancellor on the NYS Board of Regents. We look forward to continuing to work with her to improve educational outcomes for New York’s most at-risk students.
